UN Headquarters, New York, February 13 (IPPO Journalist Li Shihui) The 63rd Session of the Commission for Social Development (CSocD63) was held at UN Headquarters in New York on February 10. With the theme of "Strengthening solidarity, social inclusion, and social cohesion to accelerate the implementation of the commitments made in the Copenhagen Declaration on Social Development and the Programme of Action of the World Summit for Social Development and the 2030 Agenda for Sustainable Development," the session attracted representatives from countries around the world to participate in the discussions.

2月10日，中国驻联合国副代表耿爽在一般性辩论中发表观点。耿爽表示，中方支持伊拉克代表77国集团和中国所作的发言，并指出当前世界变乱交织，多重挑战叠加共振，全球社会发展事业受到严重冲击和挑战。他强调，今年是联合国成立80周年，也是社会发展世界峰会召开30周年，国际社会应以此为契机，重申承诺，团结协作，凝聚共识，加大投入，重振全球社会发展事业。
On February 10, Geng Shuang, Deputy Permanent Representative of China to the United Nations, delivered remarks during the general debate. Geng expressed China's support for the statement made by the representative of Iraq on behalf of the Group of 77 and China, and pointed out that the current world is intertwined with chaos, with multiple challenges overlapping and resonating, severely impacting and challenging the cause of global social development. He emphasized that this year marks the 80th anniversary of the founding of the United Nations and the 30th anniversary of the World Summit for Social Development. The international community should seize this opportunity to reaffirm commitments, unite and collaborate, build consensus, increase investments, and revitalize the cause of global social development.

耿爽提出了三点主张：一是坚持发展为要，将发展摆在国际议程的优先位置，推动加快落实2030议程，充分利用新兴技术为社会发展插上智慧的翅膀；二是坚持人民至上，秉持以人民为中心的发展理念，促进资源均衡分配，实现发展机会均等，让全体人民共享社会发展成果；三是坚持多边主义，支持联合国在全球社会发展事业中发挥中心协调作用，加大对发展中国家社会发展事业的资金和技术支持。
Geng put forward three propositions: firstly, to prioritize development, placing it at the top of the international agenda, promoting the accelerated implementation of the 2030 Agenda, and fully leveraging emerging technologies to empower social development with wisdom; secondly, to prioritize the people, adhering to a people-centered development concept, promoting balanced resource allocation, achieving equal development opportunities, and allowing all people to share in the fruits of social development; and thirdly, to uphold multilateralism, supporting the United Nations in playing a central coordinating role in the global social development cause, and increasing financial and technical support for social development in developing countries.

他还表示，中方将积极参与11月举行的世界社会峰会筹备工作，与各方一道推动峰会达成富有雄心的成果，为全球社会发展事业注入新的动力。
He also stated that China will actively participate in the preparatory work for the World Social Summit to be held in November, working with all parties to push for ambitious outcomes from the summit and inject new impetus into the cause of global social development.

2月12日，在第63届社会发展委员会会议第7次全体会议上，国际爱国公约组织主席、陕西省爱国主义志愿者协会会长崔国卫代表国际爱国公约组织发表演讲。他表示，国际爱国公约组织倡导“热爱自己的国家，不能牺牲他国利益”的国际爱国理念，坚决反对任何国家通过霸权和掠夺来实现自身发展。On February 12th, at the 7th Plenary Session of the 63rd Session of the Commission for Social Development, Cui Guowei, the President of the International Patriotic Pact Organization and the Chairman of the Shaanxi Patriotic Volunteer Association, delivered a speech on behalf of the International Patriotic Pact Organization. He stated that the International Patriotic Pact Organization advocates the international patriotic concept of "We love our own country, cannot sacrifice the interests of other countries," and firmly opposes any country achieving its own development through hegemony and plunder.

崔国卫指出，为维护世界和平与稳定，陕西省爱国主义志愿者协会代表在第51届人权理事会上提出了“国际爱国理念”，并呼吁联合国起草《国际爱国公约》，筹建国际爱国委员会。这一倡议得到了众多国际非政府组织的支持，至今已有来自全球45个国家的135个非政府组织积极响应并签约参与。
Cui Guowei pointed out that in order to maintain world peace and stability, representatives from the Shaanxi Patriotic Volunteer Association proposed the "International Patriotism Concept" at the 51st session of the Human Rights Council and called on the United Nations to draft the "International Patriotic Pact" and establish an International Patriotic Committee. This initiative has received support from numerous international non-governmental organizations, with 135 NGOs from 45 countries around the world having responded positively and signed up to participate so far.

他呼吁国际社会与国际爱国公约组织一同推动《国际爱国公约》的倡议与实践，通过公约加强全球团结、社会包容和凝聚力，加速履行国际社会发展宣言和行动纲领的承诺，推动2030年可持续发展议程的实施。同时，他表示，国际爱国公约组织计划每年在联合国召开论坛，汇聚爱国力量和共识，推动全球各国国家发展权利健康、有序发展。
He called on the international community to work with the International Patriotic Pact Organization to promote the initiative and practice of the "International Patriotic Pact," strengthening global solidarity, social inclusion, and cohesion through the pact, accelerating the fulfillment of commitments in international social development declarations and programs of action, and promoting the implementation of the 2030 Agenda for Sustainable Development. At the same time, he said that the International Patriotic Pact Organization plans to hold forums at the United Nations every year to bring together patriotic forces and consensus, and promote the healthy and orderly development of national development rights globally.
