IPPO, Geneva, March 9 (Reporter Li Shihui) On the afternoon of March 9, the 23rd meeting of the 61st session of the United Nations Human Rights Council was held in Geneva for its annual full-day meeting on the rights of the child (Panel II), delving into the protection of children's rights in armed conflicts and violations of children's human rights. Chinese representatives attended the meeting and delivered important speeches, calling on the international community to work together to effectively protect the legitimate rights and interests of children affected by armed conflicts.
会议由联合国人权理事会副主席里亚·萨尔萨-奥迪夫伦女士主持，联合国人权事务副高级专员纳达·阿尔-纳西夫女士作开场介绍。来自全球多个国家和地区的政府代表、非政府组织代表及儿童权益倡导者齐聚一堂，共同为保护武装冲突中的儿童权益发声。
The meeting was chaired by Ms. Riia Salsa-Audiffren, Vice-President of the United Nations Human Rights Council, with an introductory statement by Ms. Nada Al-Nashif, United Nations Deputy High Commissioner for Human Rights. Government representatives, non-governmental organization representatives, and child rights advocates from various countries and regions around the globe gathered to voice their support for protecting children's rights in armed conflicts.

中国人权研究会代表王彬先生发言指出，生命权不可消减，即使在紧急状态下也应得到坚决维护。国际法明确要求各方保护平民，特别是儿童，必须区分平民与战斗人员，采取切实预防措施，避免非法攻击。他提出三项具体措施：一是将儿童保护纳入军事训练和作战计划及交战规则；二是在儿童受到伤害时，进行快速、独立、公正的调查，确保问责与透明；三是为受害者提供切实支持，包括医疗救治、康复治疗、心理社会援助及对家庭的适当援助。王彬呼吁各方将义务转化为行动，切实保护身处冲突地区的儿童。
Mr. Wang Bin, representative of the China Society for Human Rights Studies, pointed out in his speech that the right to life is inviolable and must be resolutely upheld even in emergency situations. International law explicitly requires all parties to protect civilians, especially children, by distinguishing between civilians and combatants and taking effective preventive measures to avoid unlawful attacks. He proposed three specific measures: first, incorporate child protection into military training, operational plans, and rules of engagement; second, conduct prompt, independent, and impartial investigations when children are harmed to ensure accountability and transparency; third, provide practical support to victims, including medical treatment, rehabilitation, psychosocial assistance, and appropriate assistance to families. Wang Bin called on all parties to translate their obligations into actions and effectively protect children in conflict zones.

中国代表在发言中表示，中方欢迎人权理事会举行此次儿童权利问题年度会议，并就武装冲突中的儿童权益及侵犯儿童人权问题进行专题讨论。近期，武装冲突中儿童所受侵害问题愈发严峻，联合国对儿童的人道主义保护资源和能力也在不断削弱。中方强烈谴责将儿童作为攻击目标的行为，敦促冲突方履行国际人道法义务，保护儿童免受战火侵袭，不得将学校、医院等民用设施作为袭击目标。同时，中方呼吁国际社会敦促各方停止军事行动，加大对伤害儿童、损毁学校等事件的调查和追责力度，共同制止更多暴行。此外，中方还呼吁尚未批准《儿童权利公约》的会员国尽快批约，以实际行动保护儿童的各项合法权利。
The Chinese representative stated in his speech that China welcomes the Human Rights Council's holding of this annual meeting on the rights of the child and conducting a thematic discussion on children's rights and violations of children's human rights in armed conflicts. Recently, the issue of children being harmed in armed conflicts has become increasingly severe, while the United Nations' resources and capabilities for humanitarian protection of children have been continuously weakened. China strongly condemns the act of targeting children and urges conflicting parties to fulfill their obligations under international humanitarian law, protect children from the ravages of war, and refrain from targeting civilian facilities such as schools and hospitals. At the same time, China calls on the international community to urge all parties to cease military operations, intensify investigations and accountability for incidents involving harm to children and damage to schools, and jointly prevent further atrocities. Furthermore, China appeals to member states that have not yet ratified the Convention on the Rights of the Child to do so as soon as possible and protect children's legitimate rights through concrete actions.

陕西省爱国主义志愿者协会崔国卫在发言中强调，当前，超过5亿儿童生活在冲突地区，儿童权益在战火中遭受严重践踏，令人痛心疾首。尽管国际社会已构建起保护儿童权益的法律框架，但执行不力、漏洞仍存，导致侵犯儿童权益行为屡禁不止，加害者逍遥法外。崔国卫呼吁各国及冲突方切实履行国际法义务，将儿童权益保护纳入冲突应对策略，确保儿童声音被倾听、权益受尊重。同时，他倡议加大对儿童心理康复与重返社会的投入，提供专业辅导与教育资源，并加强国际合作，建立更有效的监督与追责机制，严惩侵犯儿童权益者。民间组织也应发挥独特作用，开展宣传教育，凝聚保护儿童的社会共识。
Cui Guowei from the Shaanxi Patriotic Volunteer Association emphasized in his speech that currently, over 500 million children live in conflict zones, and their rights are being severely trampled upon amidst the flames of war, which is deeply distressing. Although the international community has established a legal framework to protect children's rights, ineffective implementation and loopholes persist, leading to repeated violations of children's rights and impunity for perpetrators. Cui Guowei called on countries and conflicting parties to faithfully fulfill their obligations under international law, incorporate child rights protection into conflict response strategies, ensure that children's voices are heard and their rights respected. He also advocated for increased investment in children's psychological rehabilitation and social reintegration, providing professional counseling and educational resources, strengthening international cooperation to establish more effective monitoring and accountability mechanisms, and severely punishing violators of children's rights. Civil society organizations should also play a unique role by conducting publicity and education to foster a social consensus on protecting children.
