UN Convenes Conference on Afghanistan, with Chinese Delegation and NGO Representative Voicing Their Opinions

IPPO Geneva, Feb 28 (Reporter Li Shihui) On February 28th, the United Nations held a conference on Afghanistan at its Geneva office. Representatives from the Chinese government and Cui Guowei, Chairman of the International Patriotic Pact Organization (President of the Shaanxi Patriotic Volunteer Association), delivered speeches successively, expressing their views on human rights issues in Afghanistan.中国政府代表在发言中表示，自2021年阿富汗发生剧变以来，中国人民一直密切关注着阿富汗人民的冷暖安危和前途命运。中方对阿富汗临时政府将推动海外难民回国作为施政重点之一表示欢迎，并认为国际社会应给予客观、公正的评价和支持。
The Chinese government representative stated in their speech that since the dramatic changes in Afghanistan in 2021, the Chinese people have been closely following the well-being, future, and destiny of the Afghan people. China welcomes the Afghan Interim Government's focus on facilitating the return of overseas refugees as one of its governance priorities and believes that the international community should provide objective and fair evaluations and support.
中方希望阿富汗临时政府能够继续保护包括妇女、儿童、少数族裔在内的全体阿富汗人民的基本权益，确保他们能够在和平、稳定的环境中生活和发展。同时，中方也呼吁阿临时政府继续朝着符合阿富汗人民利益和国际社会期待的方向，做出积极的努力，推动阿富汗实现长治久安。
China hopes that the Afghan Interim Government will continue to protect the basic rights and interests of all Afghan people, including women, children, and ethnic minorities, ensuring that they can live and develop in a peaceful and stable environment. At the same time, China also calls on the Interim Government to continue making positive efforts in line with the interests of the Afghan people and the expectations of the international community, promoting long-term peace and stability in Afghanistan.
针对一些国家长期冻结阿富汗海外资产并对阿富汗实行单边强制措施的做法，中方表示深切关切，并呼吁国际社会坚持“阿人主导、阿人所有”的基本原则，以灵活务实的态度解决阿富汗民众现实迫切的需求。中方还呼吁国际社会有针对性地提供人道和发展援助，帮助阿富汗人民克服当前面临的困难和挑战。
Regarding the practice of some countries freezing Afghanistan's overseas assets and imposing unilateral coercive measures on Afghanistan for a long time, China expresses deep concern and calls on the international community to adhere to the basic principle of "Afghan-led and Afghan-owned," and to address the urgent and practical needs of the Afghan people with a flexible and pragmatic attitude. China also urges the international community to provide targeted humanitarian and development assistance to help the Afghan people overcome the current difficulties and challenges.
随后，崔国卫通过视频发言。他表示，坚信“爱国，不能牺牲他国利益”是国际关系应遵循的基本准则，而阿富汗的现状却与此相悖，根源在于美西方国家的长期干涉与操控。
Subsequently, Cui Guowei delivered a speech via video. He stated that he firmly believes that "love our own country, cannot sacrifice the interests of other countries" is a basic norm that should be followed in international relations, but the current situation in Afghanistan contradicts this principle, with the root cause lying in the long-term interference and manipulation by Western countries.崔国卫指出，阿富汗曾美丽富庶，但自19世纪以来就成为西方霸权国家争夺的战场。2001年美国以“反恐”为名入侵阿富汗，长达20年，期间极端势力非但没有被消灭，反而在阿富汗达到巅峰。美军的撤离给阿富汗留下的是千疮百孔的国家和充满变数的未来。
Cui Guowei pointed out that Afghanistan was once beautiful and prosperous, but since the 19th century, it has become a battlefield contested by Western hegemonic powers. In 2001, the United States invaded Afghanistan in the name of "counter-terrorism," and during the subsequent 20 years, extremist forces were not eliminated but instead reached their peak in Afghanistan. The withdrawal of US troops has left Afghanistan a battered country with an uncertain future.崔国卫呼吁国际社会正视阿富汗问题的历史根源，停止干涉其内政，让阿富汗的未来由阿富汗人民自己决定。同时，他呼吁加大对阿富汗的人道援助，帮助其重建家园，改善生活条件，并呼吁联合国成立国际爱国委员会，修订并推动《国际爱国公约》的国家签署。
Cui Guowei calls on the international community to face up to the historical roots of the Afghanistan issue, stop interfering in its internal affairs, and allow the future of Afghanistan to be determined by the Afghan people themselves.
